The best Web Browser that I have found for people with any level of Visual Impairment is OPERA it is far superior to Internet Explorer. You can download it free from www.opera.com

This browser provides pop-up control and a tabbed navigation mode that lets you
open several pages in a single window. You can then load links in the background
without leaving the page you're on. There is an integrated Google search, and
the find-as-you-type feature finds links and page text as you enter the
information. Privacy controls let you cover your Internet tracks.
